Committee on Revision of the Penal Code; annual report and recommendations

The California Legislature and Governor established the Committee on Revision of the Penal Code to simplify and rationalize statute while improving public safety, equity, and reducing incarceration and racial disparities. In its sixth Annual Report, the Committee highlights five years of work leading to over 20 enacted reforms. The 2025 recommendations address victims’ rights, intimate-partner violence, the Racial Justice Act, judicial disqualification, and sentencing, based on expert testimony, data analysis, and comparative legal research.
